No, regular helmets are not designed for surfing and can be dangerous to use in water environments. Regular helmets can become waterlogged, heavy and unstable, making them ineffective for protecting the head during surfing. The best way to determine the correct size of a surfing headgear is to measure the circumference of your head, just above the ears and eyebrows, using a soft measuring tape.
